During WWII, Theological Service cards, or Tough Shit cards were cards issued by some chaplain listing complaints for which nothing could be done, such as girlfriend problems back home, pay problems, no promotions etc.. Once the card was fully punched in, the bearer was authorized to get on the chaplain's shoulder.
